CUB defends the Energy Efficiency programs of the Energy Trust from being raided by the legislature.

2009 - CUB Leads Battle Against Three New PacifiCorp Coal Plants

CUB leads the battle against the construction of three new coal plants for Pacific Power and wins. The utility agrees not to pursue the building of additional pulverized coal plants. In its subsequent proposal for long-term power purchases, Pacific Power states that it will not accept long-term purchases from new coal facilities.

2009 - Salmon Protected Through Klamath Dam Removal Agreement

CUB helps pass legislation to allow removal of dams on the Klamath River which will protect salmon recovery efforts.

2009 - Bill Passage Limits Building of New Coal Plants

CUB helps pass a bill that encourages clean energy by limiting the ability of Oregon utility companies to build new coal plants or enter into new long-term contracts with existing coal plants.

2009 - State-Wide Weatherization Program Created

CUB helps create a state-wide weatherization program to help customers improve energy efficiency of their homes by using on-bill financing to spread the cost over several years.

2009 - CUB Secures Customer Benefit from NW Natural Over-Earnings

CUB stops NW Natural from removing gas earnings from mechanism that shares over-earnings with customers.

2008 - Third Party Financing of Small Scale Renewables Protected

CUB protects the ability of small scale solar and wind systems to be developed by third-party financiers.

2008 - Qwest Settlement Secures Stable Rates, Funding for Customer Education

As an alternative to deregulation in Qwest’s merger with CenturyLink, CUB helps fashion an agreement between Qwest and the PUC that guarantees that basic local telephone service will remain regulated at current rates for several years. In addition, Qwest agrees to fund a center aimed at providing Oregon telecommunications customers with information about prices and services, along with a $45 million boost in broadband investment across the state. In 2011 CUB uses this funding to establish the CUB Connects project.

2008 - Gas Customers Saved From Paying Extra For High Fuel Costs

CUB stops a proposal from Oregon’s three natural gas utilities which would have required customers to pay more when gas costs are higher than forecast.

2008 - PGE Rate Increase Reduced By Over 60 Percent

CUB accuses PGE of not controlling its costs and reduces PGE’s rate increase by $67 million (the PUC allows an increase of $26 million, rather than the $93 million PGE requested.)

2007 - CUB Defeats Oregon Residential Phone Service Deregulation

CUB defeats the attempt of big telecommunications companies like Qwest to deregulate Oregon residential phone service in the Oregon Legislature, saving customers millions of dollars each year.

2007 - PacifiCorp Plants Denied Due to Carbon Regulation Risks

CUB wins PUC decision rejecting PacifiCorp’s proposal to build two new coal-fired power plants, citing risk of carbon regulation.

2007 - $4.6 Million in Public Purpose Funds Saved From Appropriation

CUB successfully helps ignite grassroots and allied opposition to the Oregon Legislature’s attempt to divert $4.6 million of ratepayer money, supposed to be going to support energy efficiency and renewables projects through the Energy Trust of Oregon, to OMSI.

2007 - CUB Wins Removal of Utilities’ Cap on Conservation Investment

CUB wins agreement to increase utility investment in energy efficiency (the cheapest resource) by removing the artificial cap of 3% of utility revenues going towards conservation programs.

2007 - Renewable Energy Standard Passes Into Law

CUB brings together consumer groups, utilities and environmental organization to create the Oregon Renewable Energy Standard, which requires utilities to get 25% of their power from new renewables by 2025.

2007 - Lower Profit Margin Saves Cascade Customers Money

CUB gets Cascade Natural Gas’ profit margin lowered, reducing rates by $700,000/year.

2007 - CUB Helps NW Natural Launch Smart Energy Program

CUB works with NW Natural to create innovative Smart Energy program that allows customers to offset their greenhouse gas emissions.

2007 - NW Natural Customers Saved From Improper Charges

CUB wins agreement to reduce NW Natural’s rates by $1.5 million and prohibit the company from charging customers for the cost of parking until 2013. This settlement grew out of discoveries that NW Natural had improperly accounted for costs and revenues associated with property sales and parking in downtown Portland.

2007 - Customer Protections Won in Cascade Natural Gas Acquisition

CUB helps negotiate protections and lower rates, amounting to a $4.5 million savings, for customers of Cascade Natural Gas as it is acquired by MDU Resources Group, Inc.

2007 - Biglow Canyon Plant Rate Increase Reduced

CUB helps reduce PGE’s requested rate increase for its Biglow Canyon gas fired power plant by $9 million.
