CUB works with NW Natural to create innovative Smart Energy program that allows customers to offset their greenhouse gas emissions.
- 2007 - NW Natural Customers Saved From Improper Charges
CUB wins agreement to reduce NW Natural’s rates by $1.5 million and prohibit the company from charging customers for the cost of parking until 2013. This settlement grew out of discoveries that NW Natural had improperly accounted for costs and revenues associated with property sales and parking in downtown Portland.
- 2007 - Customer Protections Won in Cascade Natural Gas Acquisition
CUB helps negotiate protections and lower rates, amounting to a $4.5 million savings, for customers of Cascade Natural Gas as it is acquired by MDU Resources Group, Inc.
- 2007 - Biglow Canyon Plant Rate Increase Reduced
CUB helps reduce PGE’s requested rate increase for its Biglow Canyon gas fired power plant by $9 million.
- 2006 - New ETO Programs for Cascade Customers
CUB wins approval for the Energy Trust of Oregon to create new energy efficiency programs for customers of Cascade Natural Gas.
- 2006 - PGE Rate Increase Reduced
Citing the testimony of CUB’s witness, the PUC reduces PGE’s requested rate hike by $49.5 million, with the largest reduction coming from PGE proposed profit margin.
- 2006 - Pacific Power Rate Increase Cut in Half
CUB leads a settlement agreement with Pacific Power, which shaves $65 million, or more than 50%, off of the utility’s rate increase.
- 2006 - Customers Saved From Paying for Boardman Outage
CUB saves customers from having to pay $18.5 million of the cost of the months-long outage at PGE’s Boardman power plant.
- 2005 - CUB Defeats Verizon Phone Deregulation Plan
CUB defeats Verizon’s legislation that would have deregulated prices for nearly every phone service including basic local service, allowing phone companies to charge as much as they wanted.
- 2005 - CUB Reduces Idaho Power Rate Increase
CUB wins a reduction for Idaho Power customers of 86% off the requested rate increase.
- 2005 - Phantom Tax Collection on PacifiCorp Customers Halted
CUB saves Pacific Power ratepayers $26 million by gaining PUC agreement to stop the collection of “phantom taxes” by Scottish Power, PacifiCorp’s parent company. CUB also stops PacifiCorp from charging customers higher rates in the winter and summer by lengthening the customers’ billing cycle.
- 2005 - CUB Organizes for Public Ownership of PGE
CUB organizes support for public ownership of PGE through a coalition of local governments (Willamette Valley Power) or through a purchase by the City of Portland.
- 2005 - CUB Stops Out of State Takeover of PGE
CUB leads the opposition to purchase of PGE by Texas Pacific Group, convincing the Public Utility Commission to deny the investment corporation’s $2.35 billion bid. It is the first time in the history of Oregon that the PUC rejects a proposed acquisition of an Oregon utility.
- 2004 - Benefit of Oregon Hydro System Retained for State PacifiCorp Customers
CUB reaches agreement with PacifiCorp and the governments of Utah, Idaho, and Wyoming to ensure that PacifiCorp’s hydro electric resources will continue to be dedicated to Pacific Power customers in the Northwest and not used to reduce rates for its customers in Utah and Wyoming.

CUB defends public purpose funds, dedicated to energy conservation and renewable energy development, preventing the legislature from redirecting the money to balance the state’s budget.
