Summer Cooling Programs (2024)

With summer coming in hotter each year, it becomes increasingly important for us to keep our homes cool and comfortable. For many Oregonians, the rising temperatures can mean uncomfortable indoor environments and soaring utility bills.

Fortunately, Oregon offers several programs designed to help residents stay cool without breaking the bank. These include state and local initiatives for free air conditioning units, weatherization services, and heat pump installations.

Free Air Conditioning Program

What’s Available: The Oregon Health Authority has started a program that provides free portable air conditioning units to qualifying households. This is especially important for the elderly, families with young children, and individuals with certain health conditions who are particularly vulnerable to heat.

Who Qualifies: Eligibility is generally determined based on income, health status, and existing living conditions that may pose a higher risk during extreme heat events. Eligibility criteria are as follows:

  • Do not have a cooling device, and
  • Qualify for medical assistance through OHA, Oregon Department of Human Services (ODHS) or Medicare, or have received these services in the past 12 months, and
  • Are at risk for heat-related illness. This includes:
  • People age 65 years or older; or
  • Medically fragile children; or
  • People with a disability or health condition that makes them vulnerable to heat events.
  • These include diabetes, heart disease, hypertension, obesity, or respiratory disease.

How to Apply: Residents can apply through local community action agencies or through the Oregon Health Plan if they are a member of a participating Coordinated Care Organization (CCO). These agencies assess needs and distribute air conditioners based on the criteria set by the state health authority.

Free Weatherization Services

What’s Available: Weatherization services are a fantastic way to improve a home’s ability to stay cool in the summer and warm in the winter. Funded by both state and federal sources, these services can include adding insulation, sealing leaks, and improving windows and doors to reduce energy consumption.

Who Qualifies: To be eligible for weatherization assistance, a household’s income must be at or below 200% of the Federal Poverty Level. Eligibility priority is often given to those with lower incomes, elderly residents, families with children, and people with disabilities.

How to Apply: Oregonians interested in weatherization services can contact their local community action agency. The agency will guide them through the application process and conduct an energy audit to identify necessary improvements.

Free Heat Pump Programs

What’s Available: Heat pumps are a great solution for efficient heating and cooling. They work by moving heat instead of generating it, which means they use less energy and can significantly lower utility bills. Several local utility companies in Oregon now offer programs that either fully fund or subsidize the cost of installing a heat pump. These programs are designed to encourage energy efficiency and make cooling systems affordable.

How to Apply: To apply for a heat pump program, residents should contact their local utility provider or a participating nonprofit organization. These organizations can provide details about eligibility, potential costs, and the installation process.

Low-Income Energy Assistance
The Oregon Low Income Home Energy Assistance Program (LIHEAP) supports low-income families by helping with home energy bills, including cooling costs during the summer. This federally funded program assists with expenses like electricity for air conditioning, aiming to alleviate the financial burden on qualifying Oregonians.

Energy Trust of Oregon Incentives
The Energy Trust of Oregon provides incentives for installing high-efficiency cooling systems. These incentives can significantly reduce the cost of systems like central air conditioners, promoting energy savings and enhanced comfort during summer.

These programs are designed to help you maintain a comfortable home, even in the heat.
