Registration is now open for the 7th annual CUB Policy Conference, Utility Regulation 2.0: Empowering What’s Possible!
Taking place on Friday, October 13 at the Downtown Portland Hilton, this conference will explore conversation about utility business models, regulation, and what (if anything) needs to change for the utility of 2017. Utilities are in a tough spot in 2017. Traditional utility regulation encourages investment in large long-term assets like power plants. But many people, including regulators and customers, believe that the future will be built around energy efficiency, demand response, distributed generation, and flexibility.
It is perhaps an understatement to say that the utility business model of today is balancing precariously on a precipice. The question is: Do we give it a quick shove, send it tumbling into the ravine of history, and start over? Do we pull it back from the edge and apply regulatory first aid? Do we leave it alone and see what happens? Can we maintain traditional regulation but get different results or do we need a change in the regulatory approach?
The day will begin with an opening address by CUB Executive Director Bob Jenks. Following that will be our opening panel, The View From the Top, a conversation with four CEOs of northwest utilities including Darrel Anderson, Idaho Power; David Anderson, NW Natural; Stefan Bird, Pacific Power; Elliot Mainzer, Bonneville Power Administration; and Maria Pope, Portland General Electric.
Six panels will also be offered throughout the day, focusing conversation on emerging issues key to energy production in the 21st Century. Topics include: Equitable Energy Policy: What Does Fair & Just Have To Do With It?; Is There A Happy Medium: Long Term Rate-Base Vs. Short Term Markets; Energy Yoga: How Do We Make The Grid More Flexible?; Going For 100%: Local Government Actions Beyond State Carbon Reduction Goals; Benefit Or Burden: EV Peak Load And Flexibility; and The Art Of The Choice: What Happens When Customers Choose? Stay tuned to our blog for in-depth looks these breakout topics in the coming weeks.
