CUB Welcomes New Board Members


We are pleased to announce the addition of five new members to the CUB Board of Governors. Gulcan Cil, Ankur Doshi, Gordon Levitt, Michael Moody, and Maggie Tallmadge were all recently appointed to vacant positions. As directed by the law that brought CUB into existence in 1984, three Board members are elected from each of Oregon’s five congressional districts by CUB members from that district. When needed in between elections, new board members may also be appointed by the sitting board. Read on to learn more about these five intrepid champions of CUB members and Oregon residential utility consumers.

Gulcan Cil
District - 4, Seat Two
Gulcan is an environmental and public health economist with a particular focus on using modern statistical analysis techniques in policy evaluation and non-market valuation. After completing her PhD in Economics at the University of Oregon, she worked for the U.S. Environmental Protection Agency Western Ecology Division as a post-doctoral research fellow. Gulcan currently teaches econometrics and environmental economics in the Department of Economics in the University of Oregon and works on research projects as a member of the Mikesell Environmental and Resource Economics Lab in the same department.

Ankur Doshi
District - 3, Seat Three
Ankur Doshi is a corporate attorney practicing litigation, corporate law, and employment law for the past twelve years. Currently, he practices in-house as the staff litigation counsel for R.B. Pamplin Corporation, a privately held corporation operating in multiple industries, including AM 860 KPAM, Sunny 1550 AM KKOV, the Portland Tribune, and 27 other Community Newspapers throughout Oregon. Prior to that, Ankur was civil rights investigator with the Bureau of Labor and Industries in Oregon. Ankur received his B.A. in Political Communications from The George Washington University, and his J.D. from Cornell Law School.

Gordon Levitt
District - 5, Seat Two
Gordon is a Climate Law Fellow at Our Children’s Trust. He earned his J.D. and M.S. in Conflict and Dispute Resolution from the University of Oregon School of Law in 2016, and his B.A. in Political Science from the University of Oregon Robert D. Clark Honors College in 2012. His Master’s thesis explored strategies that local governments in Oregon could use to reduce greenhouse gas emissions and address climate change. Gordon enjoys backcountry skiing, rock climbing, gardening, and volunteering with a variety of environmental organizations around Oregon.

Michael Moody
District - 1, Seat Three
Michael’s career has spanned over 30 years in the energy industry primarily in the areas of commercial business, marketing, trading, generation, transmission systems, power contracts and fuel procurement. He holds a B. A. from Arizona State University. Michael most recently worked with Avangrid Renewables, formerly known as Iberdrola, where he was responsible for sales and marketing activities of renewable energy in Southern California, and throughout the Rocky Mountains, including Colorado, New Mexico, and Arizona. Michael retired in October 2016.

Maggie Tallmadge
District 1, Seat Two
Maggie Tallmadge is the Environmental Justice Manager at the Coalition of Communities of Color, an alliance of 18 culturally specific community based organizations. She came to CCC in March 2015 after working with EcoDistricts. She serves on the City of Portland’s Planning and Sustainability Commission, Board of Governors for the Oregon’s Citizens’ Utility Board, City Club of Portland’s Friday Forum Committee and the Native American Youth & Family Center’s Community Leaders Council. She is also a participant in the 2017 Emerge Oregon program and 2015 LEAD Native American leadership development cohort. Maggie is a Citizen of the Cherokee Nation who brings a background working in indigenous communities and social services within Oregon and internationally. She is a graduate of Wellesley College.
