CUB Still Wants to Know What Consumers Want

Earlier this summer, CUB released an Oregon Utility Customer Survey. While CUB has, in years past, surveyed both members and utility customers alike, it’s been a while – and the motivation behind this particular survey largely stems from a panel at our upcoming Energy Policy Conference, The Future Starts Now, called “Read My Lips: What Do Consumers Want?”
In truth, we didn’t quite know what to expect. Internally, CUB staff central to the project went back and forth about what sort of information we hoped to capture. After all, there’s no shortage of pressing consumer issues around energy and utility policy from which to choose.
Our approach, then, was to rely on our experience as Oregon’s professional utility customer advocate, consult with outside experts, and to go through several rounds of beta testing.
In the end, we broke the survey into three topical areas: Billing & Ratemaking; Energy & Resources; and Climate & Emissions, with questions ranging from wonky subjects like net metering to more lofty and theoretical concerns like climate change and the role of government.
As with any widespread public outreach effort, we knew we’d receive feedback of all types – some complimentary and some not so much. Overall, though, the feedback has been resoundingly positive. Between CUB members and the public at large, we’ve received over 400 responses to date with just over two weeks to go. And while clear trends have emerged, it’s best that we share our findings when full analysis is complete by the time of the CUB Conference on October 14.
A huge thank-you goes out to the 400 some-odd survey takers. In a small way, you folks have helped to shape our approach going forward in thinking about “what consumers want”. To those of you who’ve known about the survey, or to those just learning about it here and now, don’t hesitate. There’s still time, but it’s running out. We’ll close the poll at midnight, September 30.
