When a Seat at the Table is Not Enough: Building a New AND BIGGER Table!
Navigating the energy utility regulatory space has countless barriers for impacted communities, community organizers, and advocates who are concerned about energy justice. Oregon has made strides toward equity in utility regulatory spaces. However, many advocates quickly realize that processes have not been created with their engagement and expertise in mind. With these limitations, finding a seat at the table does not shift the entrenched power dynamics of the utility regulatory space. A seat at the table is not enough.
In our morning panel moderated by CUB’s Policy Advocate, Sarah Wochele, we will review some of the main learnings from the Oregon PUC’s efforts to create a more just and equitable regulatory space. We will address several questions: How can regulatory spaces learn from the expertise of community advocates and organizers? How can we collaboratively create meaningful, actionable, and tangible engagement? What is procedural equity and how can we ensure utility regulation is accessible to advocates?
