Cole Souder is a Staff Attorney at the Green Energy Institute, a grant-funded climate and energy policy institute within Lewis & Clark Law School’s Environmental, Natural Resources, and Energy Program. At GEI, Cole engages in regulatory dockets in front of Oregon’s Public Utility Commission, advocating for policies that will advance the state’s decarbonization goals while maintaining affordable utility service. Cole recently represented environmental organizations in the implementation of HB 3546, the POWER Act, as it applies to data centers in both PGE and PacifiCorp territory.
